Export to the Russian Federation: last days of booster period for export of goods which could contribute to the enhancement of Russian industrial capacities
Article 3 of the Regulation (EU) n. 833/2014 prohibits to sell, supply, transfer or export, directly or indirectly, goods which could contribute in particular to the enhancement of Russian industrial capacities as listed in annex XXIII, to any natural or legal person, entity or body in Russia or for use in Russia. Moreover, it prohibits the provision of technical assistance, brokering services, financing or financial assistance or other services related to the above mentioned goods.
However, these prohibitions shall not apply to the execution until 10 July 2022 of contracts concluded before 9 April 2022 or ancillary contracts necessary for the execution of such contracts.
Among the numerous goods listed in annex XXIII are various chemicals, pipes, rolled products, transformers and tractors.
It should be noted that the violation of the sanctions regime against the Russian Federation entails administrative and criminal liability and penalties.
